Information Bank for Residents

Electric Meter
You may want to transfer the Electric Meter from the Landowners' name to your name. Its easy and not an expensive process . Contact Mr Srinivas for the exact procedure and check out if he can help you with the formalities.
Though getting this done is not very important but utility bills works as a good residence proof at many places and you may want to change it to the name of your spouse so that same can be used as residence proof for her when needed.
Actual Cost :

but, you may be asked up to 750Rs.


Electric Bill
BESCOM is the Electric Service provider in this area.Our subdivision is S10. You get paper bill delivered in your mail box.

There are various options to make the bill payment listed in order of convenences:
1. ECS - You pay directly through your bank account. Visit their site for the form and complete procedure. After getting good feedback from many users, I subscribed for it and there are no issues so far.

Steps to get ECS setup - Compiled by Kuru

i. Go to the closest BESCOM office and collect the ECS form. Or, if you have printer download the online form from the link mentioned above.
ii. Fill the form and take the completed form to your bank and have them fill in the rest and ratify details (MICR code etc), stamp, sign and return the form to you.
iii. Take the bank-ratified form to the BESCOM office, off the ring road in JP Nagar 2nd stage (not the one in Pandurangnagar) and hand it over to them at the ECS section Alternatively, you can send by post on the address mentioned on the above site.
iv. The process is now complete and from the next bill onwards the payment is directly collected from your bank
v. Every month you will however receive a hard copy of the bill from BESCOM (as was being received earlier) but with the marking that the bill is not for payment but is only an ECS record
vi. Keep a watch for the immediately following bill and if it bears the above mentioned ECS marking your job is done (provided you have money in the designated bank-branch every month) and you can sleep peacefully thereafter.


2. Automated Machine - BESCOM has many automated machine, nearest one is in Pandurangnagar when you go straight from Ganesha temple and instead of taking right for Adigas, you take left and reach the BESCOM office. The other one in BTM and then Jayanagar 4th Block BDA. One of the advance machine installed in India which can take currencies as well as check. Some times they give problem in recognising the check. In the Pandungar office, I saw a manned counter also where you can get help during regular hours.
3. Our milk vendor - he does this job for 10 rs. Either you can give the bill with the check at his shop, call him to collect it or leave it at the Security at the Club house.
4. Register at http://www.bangaloreone.gov.in/. You can see bill online, pay through credit card ,and even you can make advance payments.
Neel >> However, Be careful. When you use your card, this site silently adds a service charge on the top of the bill without notifying the user. The same thing I observed in ICICI Internet account where the user is silently charged for the services when she uses card-to-card fund transfer to pay dues of other credit cards. They add the service charges so silently, you will NOT notice it unless you are very careful. In my case, when I was paying a bill of 1747 rs for BESCOM, but I noticed 1771 rs being charged on the card and so I stopped. so, keep a watch.

5. Citibank a/c holder can use their online bill pay facility. There is no fee for this service.
6. Visa Bill Pay Once you register, you get an e-mail promptly and user experience is good and its FREE. However, the issue is you can not automate it, once you get an e-mail, you have to login to pay and that too before the due date. Once the due date is over, it does not allow you to pay it. It has features like you can see payment history etc which is good. Another good thing is that as it takes Credit Card payment for free, you used borrowed money for the payment so gain interest on your own money.
7. Advance lump sum Payment - If you still prefer to make traditional way of payments and do not want to get online then if you need to be out of station, you may make a lump sum payment to BESCOM in the same process that is followed for paying the bill. In the next bill, the bill amount would get deducted and the balance will be shown as negative arrears. When this used to reach a particular minimum as decided by you,you make another lump sum payment.


IMPORTANT : Though the penalty amount if you keep 1-2 months of electric bill in arrears is much less and initially I found it was better to keep the arrears and pay at one go for two-three months together(along with interests) to avoid the hassles of making monthly payments and save your time, I was shocked once South City maintenance cut the electricity supply to our home on direction of BESCOM. And once they do this, you have to rush to make the payment and call the BESCOM with the receipt number to get the supply resumed. After this, I learned that even if the Electric Bill is for just few hundred, never delay it or best automate it so that you do not even miss the payments due to oversight. Per rule, they can cut the supply if your bill is past due. So, if you have many things going on in life and do not remember to pay the bill in time, its good to go for ECS.



Maintenance Charge

You pay for the maintenance charges for six months from the date of possession in advance. So, you do not need to pay any maintenance charge till you complete six months.


After that, irrespective of the occupancy of the flat(whether somebody lives or NOT), a maintenance charge need to be paid to L&T. Though the maintenance charge which we agreed upon is 1.10rs/sq ft or higher for newer blocks, the provisional rate at which maintenance charge is being paid is 40 praises/sq feet per month.
This means for a flat of 1105 sq feet, the monthly maintenance charge comes to 442 Rs.

If you have dues for few months, use this formula to calculate the total dues:
provisional maintenance due = 0.40 * Saleable area of your flat * No of months

This can be paid monthly. If you prefer, you can pay for six months or even one year in advance to avoid hassles of monthly payments.
The payment need to be made through check in favor of “L&T ECC Division” and may be handed over to Srinivas in Estate Office.
You can expect a receipt for your reference.

The check may be dropped at the drop box at Club House and in that case you will find the receipt in your mail box two-three days later.
There is no direct deposit facility available. If you are not up to date with the payments and if you do not have idea regarding what is the dues for your flat, you may want to get in touch with Srinivas in Estate Office either in person or over phone and he will be happy to assist you. Cable TV
Exclusive Cable Network, known as ECN is the sole service provided of Cable TV in South City. They have small office in club house and the main office in Indira Nagar (refer directory).
The monthly charge for cable service is 230 rs, which includes all taxes. Either you pay in cash or check. A boy normally comes to collect the money door to door and if you make cash payment to the boy, insist on the receipt. To avoid the hassle of monthly payment, you may want to make 4 mths or 6 mths payments at one go. The check shall be payable to "Exclusive Cable Network". Write your apartment no , phone no and month on the back.

If you are going to be out of station for extended period (15 days or more), you can get the service discontinued by giving an application in writing and then you can have them resume the service on your arrival by making a phone call.

Passport Related Police Enquiry
If you are waiting for police verification for passport related matter, J.P.Nagar Police station will call you, instead of you calling them Visit the station and answer questions.........that's all. You get the passport in a couple of weeks through registered post. The postman will not deliver it to anybody other than you even if you give an authorisation letter. If you are not at home when he visits, he will leave a message that you must collect the passport from the post office at the specific hour specified by him.(IIM post office).
Here you don't have to pay (any speed money).

Rating - possibly 5- Imagine I went once at 8.00 P.M. Those guys sent a person for verification with me and I went back and completed the paper work at 9.30 P.M. ( Nothing asked to please them) .




Airtel Centrex System
1. The intercom facility is intrinsic to the Airtel Centrex System connection in South City.
2. The charge is a flat rate of Rs 100/- per month plus taxes (per Airtel landline number, irrespective of number of parallel connections) inclusive of all intercom (IC) calls only. This is the most basic plan with the minimum rental you can have from Airtel.
3. Incoming calls from other public networks (BSNL etc) would be free, outgoing calls to numbers in other public networks (whether local, STD or ISD) would have to be paid on actuals. Local call charges are applicable - Rs 1.10 / 3 min.4. You could always programme your Airtel Intercom connection to bar non-intercom outgoing calls to prevent misuse.
5. The rental of intercom is not included in the monthly maintenance charges. 3. In case of your shutting down your apartment for a fairly long period (without wanting to rent it out), you could always surrender your intercom connection (without any charge or rental) and ask for a fresh connection (with fresh-connection charges) on your return.Against a fresh connection your intercom number would most probably be different.
4. Notwithstanding a long period of absence, some may want to retain the Airtel connection at a flat Rs 100/month for the following reasons: -Your popular intercom number would be secure You could avail of the voice-message box facility to register voice messages that could be picked up remotely by dialing into your own number and opening your message box with a password You could use the call forwarding facility to receive calls to your home intercom connection (from other intercoms or from outside) when you are away from home subject to your willingness to pay for the local or STD or ISD charge that would be applicable to the forward from your Airtel home number to your remote destination (landline or mobile). The advantage being:- It would be free to other callers from within the South City intercom network Only a local call charge for those calling from Bangalore even if your destination number is at an STD or ISD location
5. There is no only intercom concept. you get a 8 digit Airtel number and last four digit becomes your intercom number.
6. If you are moving to South City and you already have a Airtel Landline number, you can get the number shifted to South City and get it added to Centrex system. This way you retain the number and the last four digit becomes your intercom. You need to call the customer care for this. If the last four digit of your number is already in use in south city, then they may substitute one digit to get you a new intercom number.

Telephone and Broadband Service
Airtel provides the phone, broadband and intercom connection in South City. Good service and happy customers.

BSNL broadband is not available in South City but if you prefer you can have landlines from BSNL.


Water Supply
Flats at L&T are supplied with water from Cauveri, Borewells and Tanker. There is no separate bill for water but its included in the maintenance.

Caution - A member complains that the overhead water tank has not been cleaned for very long time.

Commute
Auto - There are many autos almost all the time waiting at the Main Gate. They normally charge more than the regular fair so you may want to ignore them and walk upto the Arekere Mico Layout Busstand to find other autos which will take you on meter.

However, if you need, the autos standing at the gate can come to pickup up right at your building. Just give a call to the main gate.





Need to get documents attested?
Many times we try to find Gazatted Officer to attest the documents, with more and more of us working for Private sectors, its difficult to find Gazatted Officer.
Instead of getting the documents attested, you may want to get it notarised. Without proper information, once I went to Mayo Hall, MG Road to get the document notarised. But, later on found the right place where you can get document notarised or get legal documents made. For this go towards the Jayanagar 4th block till you reach the Cool Joint Junction and instead of left, take a right turn. On the left side, you see bookstalls and Khanate designer tailor, take the first left turn on the narrow road. While you move on this road, you will see the notary and typist on the both side of the road.
Need Maid or Cook and do not know whom to ask?
You may try calling main gate or your own building security and let them that you are looking.. they may be able to help you out. Else this sector is unorganized and there is no easier way to find the help of you choice.

1. Keep to a main doctor who knows the child's history and is reputedly good
1. All parents get anxious. To manage this do keep Dr. Benjamin Spock's book handy. Very basic/practical to manage initial doubts/anxieties about all ailments.
2. For frequent colds/cough etc. we have settled down to homeopathy which has worked well for our son. For eg. during fever/cold he is able to carry out a normal routine without getting weak/bedridden
which used to be the case with conventional medicine.But for this,one must have faith in alternate medicine.
3. Once or twice for random emergencies (like v.high fever) we have rushed to Wockhardt. No complaints.

In US, the hospital keep very nice report of the child which shows on graph, how the child is growing as compared to average. For this they record, weight, height and head circumference. Also, another important record is details of vaccination. The report must contain when different vaccines are due and when exactly it is given. After returning to India with a year old daughter, we first visit Dr Bengappa at Sagar Apollo and I was surprised he was so busy that he did not have time to maintain any record other than just to give the shot. We never went back there again but went to Dr Vasudev Dhananjay and he has a very good system for recording the history. Their assistants patiently converted the records which we brought from US into their format.Appreciate the doctor and his team.

I have some things you might want people to know about L&T.
· They have an issue with the maintenance charges -
§ They first took a life time deposit
§ The people who did pay had to pay again monthly once L&T found that the initial deposit was not “invested / utilized” properly.
· Yes access road is an issue.
· The Registration / “other charges” for registration are a little fuzzy.
· Finish in bath tiling, door / window frames is just OK - better expected out of L&T.
· Block B1 had seepage problems last monsoon.
· Bath fittings - Jaguar promised - there were cases where some inferior stuff was sneaked in. - Towel Racks etc…
· Finish of bath fixtures was not good -
§ sink - gap between granite top and sink fixed in it.
· The water pressure was not regulated - in a 19 storied building with the water tank on the 20th floor, the water pressure on floors below 15 or 14th floor was enough to burst water heaters / burst flexible connections to washing machines etc… -
§ They claim to have fixed pressure regulators - they never worked…if they did these problems should never occur.


BUT finally I have booked there -
Space utilization & design are great.
Construction technology is new - no other builder uses this kind of construction
L&T cement used -
The construction division has strict standards and norms - with an active quality cell.
Many more flats are planned in the south city complex - so for the next few years we can be assured of good upkeep of the place by L&T to ensure good sales!!
Second:
I bought apartment at L&T and I had very bad experience with L&T Marketing person with whom we deal. They are not at all bothered about customer and their behavior is too rude. I saw other colleagues also complaining about different marketing guys over there and it looks like so many people have tough time dealings with them.
There is one, Geetha who looks to be more responsive and I will suggest new buyers to avoid Durand/Satish and approach Geetha.
Third: If you leave aside access road (which is not a major issue), L&T is No. 1

Common Facts about Property Tax

Q1: What is Property Tax ?

A: A tax levied by urban local bodies, based on the value of property you own.

Q2: What are the properties subject to tax?

A: Except the properties, which are exempted from tax under law, the tax is levied on all the remaining buildings, land, structures with land and all the non-agricultural lands within the limits of City Municipal Council.

Q3: What should I carry along with me for payment of Property Tax?

A: The following documents are necessary for paying property tax

You need to carry notice or warrant if at all issued.
In case you do not have these documents you can even carry old bill or receipts of payment & property municipal number.

A: Please make sure that the cheques you are submitting for payment to the CMC are crossed 'account payee only' and drawn in the name of Commissioner, City Municipal Council, Bommanahalli. Please retain the property tax bill and the receipt of the payment, as it may be required for various applications to the CMC.

Q6: When should one pay property tax?
A: Property tax for Bommannahalli CMC (City Municipal Council) is collected in yearly basis (unlike the six-monthly basis for Bangalore Mahanagara Palike). Property tax for a financial year is due for payment by 30th June of that financial year.

Q7: Is there any concession in Advance payment of Property Tax?

A: Yes, the concession at the rate of 5% will be allowed to the assessee, who makes the tax payment by submitting particulars during the opening of the month of financial year i.e., before 30th April.

Q8: Is there any difference between a self-occupied property and a property given on rent?

A: A concession of 50% is allowed on the building utilized for self-occupation Residential Building under this Self Assessment Scheme.

Q9: What if, I don't pay my property tax in the specified time period, what is the penalty for the delay?

A: Penalty is 2 % every month for the payment of tax arrears.

Q10: Is Khata necessary for paying property tax?

A: No. All the buildings, lands falling within the jurisdiction of City Municipal Council / Town Municipal Council / Town Panchayat shall have to pay tax. There is no restriction that you should have Khatha, Mutation or Record of Rights to pay the tax and further the owners of any un-numbered property of the Municipal Council also have to pay the property tax and submit the particulars. The certified copy of the Property Tax Order and Property Tax Register relate the payment of tax.

Q14: Who is responsible to pay Property tax in case of rented property-owner or tenant?

A: Owner and tenant, both are equally responsible for the payment of Property Tax.

Q15: What if the tenant has not paid Property Tax for several years and later on he vacates the property?

A: Owner is also responsible for paying property tax. So, the authority will have no concern with the tenant in such a situation.

Q16: What action will be taken against the tax evaders ad who do not pay the tax?

A: Under this Self Assessment Scheme, all the buildings, properties and the lands falling within the limits of the C.M.C shall voluntarily calculate the tax, pay the tax and submit the tax paid challan with the property details within 30th June of every year compulsorily. The owners or the occupiers not following the said procedure will be issued claim notice under the Karnataka Municipal Corporation Act, 1976 and thereafter the movable properties of the owners or occupiers not paying the tax and penalty within 30 days will be attached and the tax and penalty payable will be realized by disposing of the said properties in action and with regard to the remaining tax, necessary application will be filed before the competent Judicial Magistrate and an order will be obtained for twice the penalty of remaining tax. Such action may be taken from the assessment year and within 6 years. This tax scheme is very easy and is formed in the interest of public. Therefore, the public are hereby requested to know the transparency of this scheme and be pleased to provide proper and true information to the authority, pay the property tax in time by submitting the particulars and co-operate with the C.M.C for your over-all development and for providing sufficient civic amenities to you.

Q17: What is Property Tax Register?

A: The particulars regarding the payment of tax by the owners and occupiers of the Land and Buildings in revenue division of each and every ward will be published in this Property Tax Register. The interested persons may verify the said details free of cost otherwise the requisite fee should be paid and the certified copy may be obtained.


Q18: What is PID?

A: A unique ID is allotted for each Tax Assessee which is called PID. (Property Identification Number).

Q19: In which language the forms are available?

A: Kannada only.

Appendix 1 - Self Assessment Scheme

Dear citizen,
The Bangalore Mahanagara Palike (BMP) is happy to offer to its citizens a new millenium gift, namely, Self-Assessment System of Property Tax. It is however optional. The council took this historic decision vide its Resolution No. 194/99-2000 dated 13.3.2000 and comes into effect from 1.4.2000.
The method of assessment of property tax is provided under section 109 of Karnataka Municipal Corporation Act, 1976. The property is assessed to tax based on its Annual Rateable Value (ARV). As per section 109(2) ARV of a property is the gross annual rent at which the building or land may reasonably be expected to let from month to month or from year to year. Section 109(2)(a)(ii) provides the method for assessing property tax when in the opinion of the Commissioner, the gross annual rent cannot be estimated. Though the property tax is being assessed u/s 109(2), the Corporation has so far not issued any guidelines to its Assessing officers for the purpose of determining the annual rent. This has resulted in official discretion, which has not always been fair, different rates for similar buildings, citizen dissatisfaction and leakage of revenue to the Corporation. Obviously, this system has benefited neither the citizen nor the Corporation.
Under Sec. 148 of the KMC Act, 1976, the Corporation is empowered to revise the property tax atleast once in five years, the reason for which is obvious. It is a trade off between the higher cost of annual reassessment and the gradual increase in revenue from the base year to meet the growing needs of the Corporation. While adopting the self-assessment scheme, the council has simultaneously passed a resolution vide no. 388/99-2000, dated 13.3.2000, to take up general revision of all the residential properties since the same had not been done since 1972. The general revision of non residential units is already underway as a sequel to council Resolution in the year 1999. In the absence of any fair and objective guidelines for assessment of property tax, general revision is likely to cause avoidable harassment. Hence, the need for a revised system of assessment and one that is based on fair and rational parameters and is simultaneously citizen friendly.
In the circumstances explained supra, the norms of assessment have now been evolved keeping in mind the observations of the Hon'ble Supreme Court while examining issues relating to property tax. These are
i) The area and properties should be classified into categories according to certain norms
ii) The Classification should be simple and not cumbersome.
iii) There should be an application of mind.
The new scheme has been evolved on the mass appraisal system of properties. The city of Bangalore has been classified into six zones based on the property valuation done by the department of Revenue (Registration). Further, the properties have been classified based on cost of construction value at current market rate. The per sq.ft per month rates applicable are related to the zone and class of building. While rates for rented buildings have been fixed at much lower than prevailing market rates, owner occupied buildings have been given a further concession of 50%. However, we recognize that there are certain classes of non-residential properties whose value is not related to the zone. Hence, a separate scheme of classification has been evolved for such properties.
We are pleased to inform the Bangalores that the rates for different classes/zones have been arrived at after carefully factoring several criteria like the location, type of construction, built up area, use of property and the age of the building.
The guidelines for self-assessment included in this book are simple, and therefore, easy to understand by the citizens. The Citizens are hence requested to go through the annexures, notes, general conditions and examples and assess their property tax honestly and file the same by 29th of May each year. As a further step towards people friendliness a citizens has been given a range of choice of file his statement of property tax at any of the branches of Vijaya Bank and Syndicate Bank besides at the offices of the concerned Asst. Revenue Officer.
While our primary concern has been to introduce objectivity, transparency and simplicity in property tax assessment as a response to a large number of complaints of discrimination, questionable intention and harassment, we simultaneously trust that the citizens will keep in mind the financial needs of the Corporation and become honest tax payers.
Let us both together start off the new millennium with a new vision and mission of making Bangalore one of the loveliest places to live in.

Noise Pollution
L&T is supposed to do the consturction activity only between 8am to 8PM, Mon thru Friday with no construction activates on weekends. Same way, when you hire a contractor to do some work at your home, you are also expected to follow this time. If the same is not followed, feel free to object it.

Also, honking inside the campus is not permitted. At turns, junctions etc and also when you see a pedestrian you may want to slow down rather than honk.

Sometimes member compliant of loud thumping music being played, which must be avoided.
